Development of a centralized automated information system "Judicial status"

Currently the issuance of certificates "Judicial status" (criminal records) in Bulgaria is implemented through decentralized systems in 113 offices in all courts. Local databases of criminal records are updated manually on the basis of court papers, making the process extremely unreliable, cumbersome and difficult to control. In the Ministry of Justice operates Central Criminal History Unit, that is based on four separate systems, which significantly hinders the activities of the employees. The current project envisages the creation of a centralized automated information system "Judicial status" that will unite into a single centralized system existing local databases and functions of existing systems. It will implement e-services for automated access and exchange of information with external systems, and will ensure means for provision of Complex administrative services. Activity 1 of the project will aims at optimization of the processes related to the issuance of certificates "Judicial status" for citizens. A technical specification and tender documentation for Activity 2 will be prepared. Within the Activity 2 the automated information system "Judicial Satus" will be developed and implemented. Under Activity 3 the necessary equipment required for operation of the system will be delivered and put into operation. Activity 4 will implement the mandatory measures for information and publicity of the project. The project duration will be 43 months, and its budget will be BGN 1 368 735.43.
