Provision of software and methodological securing and building of administrative capacity of the Inspectorate to the SJC for prevention of corruption within the judicial power

The Project’s proposal main purpose is to provide the necessary funds to ensure the furnishing of the Inspectorate to the Supreme Judicial Council with software, Internal rules and appropriate training for the execution of its powers: -To keep and maintain a register of declarations (Art. 175a, para. 1, Judiciary System Act); -To keep and maintain a register of effectively enforced punitive decrees, issued by the Chief Inspector of the ISJC; -To verify the asset declarations of magistrates; -To carry out checks for integrity and conflict of interest and for identification of activities impairing the prestige of the judiciary and inspections related to the violation of the independence of magistrates. Next purpose of the project’s proposal is to provide the necessary software and training to the SJC, to ensure the keeping and maintenance of public electronic register for disqualifications of judges, including recusals motions and the motives with which they were granted or not for each judge. The project proposal includes seven activities: 1.Development of electronic public register of electronic declarations for circumstances related to the prevention and identification of conflict of interests and asset declarations; 2.Development of public electronic register for disqualifications of judges, including recusals motions and the motives with which they were granted or not for each judge; 3.Develop Internal rules for checking the integrity of magistrates; 4.Conduct training for the implementation of the new Internal rules and work with the registers; 5.Develop Internel rules for checking the asset declarations of magistrates ; 6.Information and communication activities; 7.Computer equipment and other hardware purchase. The project proposal will be implemented by the ISJC - as a candidate and SJC - as a partner.
