An improvement of the control by the non-governmental sector on the implementation of the reforms in the judicial system and an involvement of the civil society in the process of its modernization can be achieved exclusively through a systemic approach of quality management in the judicial system. The accountability in the work of the judicial system is an integral part of this approach. Public trust includes effective forms of communication and accessible information on the work of judicial institutions. This approach is the focus of the proposed project. On the basis of best practices, the project will bring out a practical model for civic monitoring and control over the judicial reform and the inclusion of the non-governmental sector in the improvement process in the context of a proposed comprehensive system for quality management and accountability. This systemic approach will help courts with minimal resources, invested in precisely defined and prioritized areas, to achieve rapid effects, to create value and to increase public confidence. The project includes analysis and research on the applicability of leading quality management practices. Through benchlearning within the existing models of organizational excellence and the specifics of civic participation and control over the judicial reform, one will extract the content of an adjusted to the national conditions system to manage excellence and civil-control. It will contain a Quality Management Model in the Bulgarian Judicial System with a built-in model for civic monitoring and involvement of stakeholders in the improvement process. Modular content of reporting forms tailored to the interests of the various stakeholders with appropriate channels of communication will be created. Following a wide-ranging debate, the well-established model will be at the heart of an active awareness-raising and capacity-building campaign.
