Enhancing the public confidence in the judiciary by assessing and analyzing the judicial reform.

The following project proposal targets the increasing of the confidence in the judicial system through analysis of the strategic and legislative acts for development of the judicial reform /DJR/. Many acts, both strategic and legislative, which have influence in the requirements for quality and speed of justice, were created/amended during the period 2010-2016. Evaluating these acts will bring forward the forming of conclusions and recommendations for the future amendments in these acts, which will reflect on the business and the citizens, as their rights in one judicial processes are depending from the legal framework. The target groups of this project shall be the citizens and the business as main “consumers” of the judicial system. The expected results from the implementation of the project activities is the formation of a base of proposals, which shall increase the confidence in the system through mechanisms to facilitate access to justice, as well as legal and organizational recommendations for the judiciary. The activities will be carried out in series (excl, activities 6 and 7) are as follows: Analysis of the platforms of the parliamentary majorities for the DJR in 2010-2016; Analysis of the strategic documents for the DJR, accepted by the parliament and the executive power in the period 2010-2016, as well as drafts of such documents; Analysis of the legal and regulatory justice framework, before and after the strategic documents; Analysis of the activity reports of the SDC, SCC, SRC, SCAC, SRAC, CA-Sofia, SAC and the SCCass.; Preparation of a complex and systematic report, covering the analysis under p.1-4, in which conclusions and recommendations for elimination of weaknesses, incompletenesses and contradictions in the normative and strategic base will be formulated. Development of mechanisms and tools for feedback and evaluation by citizens and businesses on their relations with the judiciary Providing information and communication on the project.
