Civil initiative for strengthening of the integrity of the judicial system

The project "Civil initiative for strengthening of the integrity of the judicial system" was developed jointly by the Center for Policy Modernization (CPM) and the Union of Bulgarian Jurists (UBJ). This initiative is directly related to the objectives of the grant procedure "CIVIL CONTROL OVER THE JUDICIAL REFORM IN BULGARIA". The project is specifically targeted at objective 1 and objective 2 of the procedure. CPM and UJB believe that the modernization of the Bulgarian judicial system is directly related to increasing the quality of the civil control of the reforms and increased number of NGOs included in the process, formulation of effective and realistic recommendations for improvement of the judiciary and transfer of best practices for its regulation and functioning. The focus of this project is the strengthening of the integrity of the judicial system, understood in its broad sense as an overall concept of the judiciary's ability to function in accordance with an established and publicly announced framework of values and standards guiding the conduct, decisions and actions of fulfilling the public responsibilities. This means full acceptance and respect of values like independence, impartiality, justice and transparency, civility and tolerance, integrity and decency, professional competence and non-admittance of corruption. These values were enshrined in the Bangalore Principles of Judicial Conduct, approved by the UN Economic and Social Council (Resolution 2006/23). A key result of this project will be the creation of an Integrity Index for the judiciary (IIJ) that will allow for the objective and impartial performance of civil control of the modernization processes in the judicial system. In the process of developing the IIJ we will formulate improvement proposals for strengthening the integrity of the judiciary, including normative amendments.
