The proposed project aims to put in place an information and analysis platform and tools for evidence-based civic monitoring of the reform in the judiciary, as well as to carry-out an independent caseload and efficiency analysis and assessment of the system based on publicly available data. The project targets all stakeholders in the reform process – with the main target groups being citizens and civic organizations and business, and the complementary target groups comprising of representatives of the executive, court representatives, and professional associations. In order to attain the objectives set project activities are organized in three main areas: the research activities include document review, webpage review, overview of access to information requests, cataloging and systematization of datasets and development of a database, organization of focus-groups; the analytical activities encompass data processing and analysis, development of an interactive dashboard, drafting a methodological framework and a matrix of indicators, producing legal, financial and statistical analysis and preparing a paper with recommendations; the communication activities include 2 press-conferences, 5 round tables and 1 final conference as well as publications in print and online media. The expected results are specific recommendations for addressing the challenges identified, informed participation of a wide range of stakeholders in monitoring and scrutinizing the reform efforts, tools in place for an ongoing objective assessment of the effectiveness of the judicial reform by different stakeholder groups, a mechanism and tools for data-based civic monitoring of the judicial reform.
