Civic Platform for Surveillance and Assessment of the Development of the Judiciary

The project "Civic Platform for Surveillance and Assessment of the Development of the Judiciary" was developed by the Centre for Policy Modernization and the Union of Bulgarian Jurists. The initiative is directly related to the objectives of the grant procedure CIVIL CONTROL ON REFORM IN THE JUDICIAL SYSTEM. The project addresses Objective 1 of the procedure and builds on the achievements in the area of civic control over the Judiciary reform by the project Civil Initiative for Strengthening of the Integrity of the Judicial system (Contract № BG05SFOP001-3.003-0029-C02) through more transparency and participation of active NGOs to increase confidence in the judiciary. The role of the NGO sector in reforming and developing the Judicial System (JS) is most successfully implemented by providing independent, outside the system, expertise on issues relevant to the system and communicating with the general public the results of analyzes and evaluations that contribute to raising awareness confidence in the system. The draft proposal provides for the establishment of a coalition of NGOs working in the field of justice; creating a virtual platform for the sharing and dialogue of its members and its use to create an NGO database on the development of the judiciary, including the inclusion of analyzes, assessments and other documents; performing at least 3 analyzes of "failed" cases; at least 3 analyzes of the implementation of recommendations from international institutions to the SS; measuring and presenting an SS integrity index according to the methodology of the previous project for 2019-2020, with the involvement of new organizations as planned in the current project. The project will address the interest of non-governmental organizations working in the sphere of justice, professional organizations of magistrates and those working in the field of the judiciary and justice, as well as the bodies of the judiciary and the executive.
