CIVIL CONTROL ON THE REFORMS IN THE JUDICIAL SYSTEM

The improvement of the control by the non-governmental sector on the implementation of judiciary reforms and the involvement of civil society in its modernization processes can be achieved exclusively through a systematic approach to quality management in the judiciary system. Accountability in the work of the judiciary system is an integral part of this approach. Public trust is evolved through effective forms of communication and accessible information on the work of judicial institutions. This approach is the focus of the proposed project. Based on best practices, the project will perform practical civil monitoring and control over judicial reforms and the inclusion of the non-governmental sector in the improvement process in the context of a proposed integrated quality management and accountability system. This systemic approach will help courts with minimal resources invested in precisely defined and prioritized areas to achieve rapid effects, generate value and raise public trust. The project includes: - Analysis of the content and format of reports on the activities of institutions in the judiciary system and their public communication practices; - Development of modular models and reporting forms for the activities of the institutions in the judiciary system and appropriate channels for communication with citizens, the media, non-profit organizations and other stakeholders; - Preparation and holding of public discussion; - Preparation and conduct of specialized training. The project will extract the content of a quality-control and civil-control system adapted to the national conditions and will create modular reporting form content tailored to the interests of the various stakeholders with appropriate channels of communication. After a comprehensive discussion, the established model will be at the heart of an active awareness-raising campaign through public stakeholder discussions and capacity building through specialized trainings.
