Promoting and developing practices of restorative justice in criminal proceedings

Our project proposal is based on Recommendation CM / Rec (2018) 8 OF THE COMMITTEE OF MINISTERS TO THE MEMBER STATES ON RESTORATION JUSTICE ON CRIMINAL ISSUES ON CRIMINAL ISSUES, RULES ON IMPLEMENTED LAWS AND ESTABLISHED Creates a space for a wider public discussion of the possibilities for its application in the existing national legal framework, development of the professional capacity of employees of the judiciary in this field, analysis of the practice developed so far in the country for implementation of HR in criminal matters. problem areas, plans to identify and describe good practices and assess the need for supplementation and development of legislation, professional capacity and infrastructure. The project lasts 18 months, with target areas of implementation: Vratsa, Sofia and Stara Zagora. It includes several main groups of activities: 1. Assessment and analysis of the state of HR in Bulgaria in order to compile a problem map and recommendations for development; 2. Providing information and communication on the project; 3. Development of the professional capacity of the professionals participating in the criminal proceedings, according to the established needs and problem areas in the analysis; training of the target groups in the main rehabilitation practices and standards for their application in criminal proceedings 4. Preparation of a proposal for introduction of HR in the NP in the three areas: legal regulation, professional capacity and infrastructure (services and NGOs offering services for victims and perpetrators, facilitators of rehabilitation practices). 5. Development and presentation of a functional product: Collection of materials from the project implementation, which will support and encourage practitioners to implement HR as an effective method for resolving disputes.
