Ex post evaluation of the updated Strategy for Continuing the Reform of the Judicial System 2014-2020

The current project is a logical continuation and finalization of the previous project BG05SFOP001-3.003-0069: "Elaboration of a system for monitoring of the Updated Strategy to Continue the Reform of the Judicial System 2014-2020” (USCRJS 2014-2020) implemented by the same organizations from 02/2019 to 08/2020. Within the project, a monitoring system and electronic software were developed and applied with data until April 2020. The main project objective is to outline the progress in the judicial system reform, achieved as a result of the implementation of the USCRJS 2014-2020 and the Roadmap. The main project objective will be fulfilled through the achievement of 4 specific objectives: -Finalize the monitoring of the implementation of the USCRJS 2014-2020. -Elaborate a methodology for assessment of the implementation of the USCRJS 2014-2020 and the Roadmap. -Apply the methodology for assessment of the USCRJS 2014-2020 and the Roadmap for its implementation, and elaborate an ex-post assessment report. - Increase stakeholders’ awareness of judicial reform progress and their commitment to participate in the following steps for continuation of the judicial reform. The work will be concentrated in three main activities: - Activity 1: Continuation and finalization of the monitoring of the USCRJS 2014-2020 and the Roadmap - Activity 2: Elaboration and application of a methodology for assessment of the USCRJS 2014-2020 and the Roadmap - Activity 3: Information provision and project communication The project shall perform independent external assessment of the implementation of the USCRJS 2014-2020 and the Roadmap, and specify the progress in reforming the judicial system; the lessons learnt will be outlined and proposals for strategic directions for judicial reform continuation will be made. The dissemination of the ex-post assessment outcomes will increase the stakeholders’ information and commitment to be involved in the next steps of the judicial reform.
