The project "DEVELOPMENT OF THE CONSTITUTIONAL MODEL OF THE JUDICIARY SYSTEM - EXPERIENCE AND PERSPECTIVES" is jointly developed by CMP and CII is directly related to the two objectives of the procedure -1 and 2. We believe that the more active involvement of the civil sector in the development, monitoring and evaluation of judicial reform is directly related to increasing civic control over the reform, its quality and confidence. The debate on changes to the Constitution (CRB) in a highly polarized society is currently on the agenda. For informed inclusion in the debates, for active civic control over the quality of the proposed changes, it is of particular importance to know the path since the establishment of the new Constitution and the model of judiciary in it, through the variants of the model introduced at certain moments of 30 years of its development, to the roads and perspectives facing the judiciary. The project includes data collection activities and an independent analysis of the development of the constitutional model of the Judiciary, including an analysis of the proposed versions of the CRB, submitted for consideration by the Supreme National Assembly; analysis of the work of the Constitutional Commission and motives for adopting the model in the CRB; analysis of the proposed and accepted changes for Judiciary: The comparison of the Bulgarian model with derived not less than 3 Judiciary models in the MS will allow for the formulation of recommendations for improvement of the model and formulation of at least two development scenarios, with which directly corresponds to objective № 2 of the procedure. Debate with the professional community, representatives of civil society and public administration will contribute to the improvement of the Judiciary, transfer and promotion of good practices, as a result of which the efficiency of the work of the institutions of the judiciary will increase and public confidence in them will increase.
