“The Bulgarian advocacy – strong and renewed”

The project proposal is called “The Bulgarian advocacy – strong and renewed” and has aimed to prepare new Law for the Bulgarian Advocacy and accordingly, and the respective actions for providing broad professional support and submitting as a bill for adoption by the National Assembly of the Republic of Bulgaria. The Institute of Law and Justice Foundation is established only by lawyers who are an integral part of the judiciary. The effective operation of the bar is one of the guarantors of a fair, timely and efficient administration of justice, as well as a better functioning judiciary. The reform of the judiciary is also carried out by changing the legislation and the structures that belong to it, one of which the Bar is a part. The current Law on Advocacy (LA) does not meet a number of conditions for practicing the legal profession, encounters many contradictions and ambiguities, does not apply European practices and standards and is not recognized as a working and modern law among lawyers. Only lawyers through their structures and organizations are legitimate to take action to change the LA. The project includes activities aimed at preparing a quality and professional LA. The project will first provide a comparative analysis with European bar associations in order to borrow practices applicable in our judicial system, after which a Concept of Law will be prepared, and this concept will be popularized and broad support will be sought in the legal profession. After reaching an agreement in principle and uniting in the basic principles, a detailed new bill on the bar will be developed. The experts who will be included in the working groups on the various activities will be lawyers, professionals and lawyers with proven experience. It is envisaged that before submitting the bill to the National Assembly, a round table will be held to receive public support and legitimacy of the draft law.
