Effective judicial reform through effective criminal justice in spending European and public funds

This project proposal is designed to reflect the idea of ​​achieving modern and effective criminal justice in Bulgaria through the necessary institutional and regulatory reforms, which is fully consistent with the concept of the Updated Strategy for Continuing Judicial Reform. On one hand, the project will respond to the need to implement measures in favor of the transposition of Directive (EU) 2017/1371 on combating fraud affecting the financial interests of the Union and Regulation (EU) 2017/1939 and thus to improve penal legislation, and on other hand - to promote civilian control and participation in the implementation of strategic measures for the implementation of the reform of the judiciary. To achieve the above, the National Institute of Public Procurement plans to perform the following main activities: - Examination of the case law in criminal matters concerning disputes concerning the financial interests of the Union; - Study of good practices by Member States in the context of Directive (EU) 2017/1371 and Regulation (EU) 2017/1939 - Development of a collection of specific proposals for legislative changes in the spirit of Directive (EU) 2017/1371 and Regulation (EU) 2017/1939; - Development of a mechanism for implementation of civil control and monitoring techniques; - Implementation of capacity building measures; The expected results of the project are expressed in increased civil control over the reform of the judiciary and an increase in the number of actively involved NGOs in this process, recommendations for improving the judiciary by achieving a modern and effective penal policy in Bulgaria through the necessary institutional and regulatory reforms, as a result of which the support will increase the efficiency of the work of the institutions of the judiciary and will increase the public trust in them.
