Introducing Programme Budgeting in the Judiciary Institutions

The project will contribute to the achievement of the objectives of the Updated Strategy to Continue the Reform of the Judicial System addressing the need for enhancing transparency and accountability for the use of budget resources and increasing efficiency and effectiveness of the public expenditures for the judiciary. Effective administration of the judiciary by introducing programme budgeting for each structure of the judiciary institutions and orienting the budget towards results, linking funding to the objectives, activities, workload and objective assessment of the costs of types of files and cases, will achieve the adequate funding of justice as a major state function. Within the project will be evaluated the existing programme budgeting model; an analysis of the European programme budgeting practices in the judiciary will be explored; a programme budgeting methodology will be developed which will define all the mandatory elements related to the work processes for the preparation, approval, management, reporting and evaluation of the budget of the judiciary and the judicial bodies. An assessment of the existing system of court fees will be prepared and an assessment of the amount of court fees under a costoriented model, procedures and the regulatory framework for programme budgeting will be reviewed and updated, as well as training in programme budgeting. It is envisaged the development and implementation of a specialized software that will contribute to the effective implementation of programme budgeting, the exchange of information on performance indicators, costs and the opportunity for analysis to show the state of the system as a whole and its individual units. The main result of the implementation of the project is the introduction of programme budgeting in all bodies of the judiciary. The project target groups are the Supreme Judicial Council and its administration and judiciary structures.
