Ensuring the effective operation of Certification audit of EU agricultural funds Executive agency

This financial plan (FP) aims at ensuring conditions for effective operation of Certification audit of EU agricultural funds Executive agency (CAAF EA) as a Certifying Body of the European Agricultural Funds and Audit Authority of the Maritime and Fishery Programme. Target groups of the FP are employees from the agency, related to the activities for certification audit of EAFRD, audit of EMFF and State Fund Agriculture as a Paying agency of both funds. To meet the high requirements, the agency must ensure maintenance of high level of competence of its employees, as well as good resourcing for the implementation of its specific activities. By satisfying these needs of the target groups and achieving desired results are related the main activities of the plan, as follows: 1. Supporting CAAF EA for the implementation of activities related to the certification audit of ESIF 2. Increasing professional knowledge and skills of the employees of CAAF EA. 3. Providing resources for implementation of activities of CAAF EA, related to the ESIF . During the FP implementation, all activities will be in correspondence with the EU horizontal principles and such requirements will be put forward to external contractors as well. No restrictive conditions, discrimination or inequality will be established during the organization of events, the selection of subcontractors and full implementation of the planned activities and achieving the expected results. The FP corresponds with sustainable development principle, as whenever possible, in preparation of documentation for procurement procedures, "green criteria" will be used in order to identify more eco-friendly tender proposals. All the stakeholders involved will respect partnership principle in planning, organization and implementation of activities included in the plan.
