PROGRESS- Support to development of municipalities, cities and regions for European cohesion

Project addresses challenges faced by local authorities in implementation of municipal projects, co-financed by ESIF. Through support in areas of public procurement procedures preparation and implementation and consultancy, as well on compliance with state aid regimes and project implementation via financial instruments, project complements and improves specific municipal capacity. Existing possibilities to share experiences among local authorities will be enhanced through organization of forums for municipal euro-project experts and for other experts, involved in projects’ thematic preparation and implementation –experts in fields of social services, education, finance, territorial planning and etc., as well as for municipal decision-makers. To improve municipal capacity and to disseminate good municipal practices manuals will be elaborated and disseminated. They will cover public procurement procedures, state aid regimes (except state aid provision of services of general economic interest (SGEI) and financial instruments. Where appropriate in the manuals will be included practical cases, the demarcation with project ‘Effective application of EU rules on state aid in the provision of services of general economic interest’ implemented by State aid and Real Sector Directorate at MF will be observed. Special page within the NAMRB website will inform on project activities, forthcoming forums, position papers on co financed by ESIF programs, up-to-date information from the Managing authorities and other institutions responsible for ESIF. Elaborated manuals will be also uploaded on the page. Effective function of the created NAMRB Municipal resource -coordination center (MRCC) shall be provided under the project. Staff in the MRCC will be employed only for the project implementation and shall carry out and support the activities related to public functions of NAMRB in the sphere of ESIF management.
