Improving the effectiveness and efficiency of the Central Coordination Unit 2019-2021

The financial plan provides for the coordinating functions of the Central Coordination Unit (CCU) related to the European Structural and Investment Funds (ESIF) Management in 2019-2021. It targets the CCU experts carrying out ESIF activities as well as experts participating in national coordination mechanisms. In this regard the following measures to increase the efficiency of the Unit will be implemented: - Upgrade and support of UMIS; Organizing trainings for UMIS users; Functioning of a help desk for UMIS users; - Support and Upgrade of the Single Information Portal www.eufunds.bg; - Organizing and participating in trainings on issues related to the ESIF management for CCU employees, as well as providing their participation in working groups, workshops and study trips; - Providing the diplomatic staff for Cohesion Policy of the Permanent Representation of the Republic of Bulgaria to the EU; - Organizing the meetings of the Monitoring Committee of the Partnership Agreement; - Providing technical support for the CCU experts to fulfill their duties related to the ESIF coordination; - Carrying out analyzes and studies on the management of ESIF; - Implementing activities to limit the excessive administrative burden; - Support for the activities ensuring the coordination and methodological support to the network of District Information Points, and organizing trainings for the experts of the DIPs; - Carrying out a nationally representative sociological survey on the awareness of the target groups on EU Cohesion Policy. The implementation of the FP will be in compliance with the horizontal policies to promote equality between men and women, non-discrimination and accessibility, partnership, sustainable development. The Beneficiary will apply these principles both to the selection of the FP management team and to its implementation, respecting the principles of sound financial management, efficiency and cost-effectiveness of expenditures.
