Effective management and control of EU funds for Natura 2000 requires availability of high-qualified administrative capacity. Success in national biodiversity policy depends on successful implementation of EU Natura 2000 policy, which is enabled by close cooperation between organizations and sections responsible in implementation of EU funding programmes for Natura 2000. The implementation of this process is dependant on the availability of well-qualified personnel. With that purpose building a team of state employees is stipulated which should have complementary competences in the field of: better knowledge of European and national regulations, international agreements and internal documents and methodologies, specific skills in planning, organization and supervising their proper activities leading to objectives achievement. Great emphasis is given to team-work, analytical skills, innovative approach, flexibility in decision-making, good command in the official Community languages and computer skills given the need for daily work with information systems and databases. In order to obtain qualified and motivated professionals, it is necessary to maintain and improve employees motivation. A tool for this, apart from training and professional growth is motivative remuneration, which to be calculated on basis of each employee’s contribution funded by Operational Programme “Good Governance”. The budget line provides remuneration of the employees of NSMI-NPAF implementing ESIF, social and health insurances paid by the employer and charged on remuneration paid. In realization of the financial plan, horizontal principles of equal opportunities and non-discrimination will be respected by means of support for equality in rights in women and men's participation, equal treatment at working place and by ensuring accessibility.
