Ensuring the necessary financial resources for the remuneration of the AFCOS staff in their duties under the ESIF

Through the implementation of the current financial plan, 50% of the cost of wages and other associated costs for the expense of the employees of the AFCOS staff for the period 01 March 2019 to 31 December 2021 will be funded. The aim of the implementation of the financial plan is to maintain optimal remuneration for the employees to encourage the qualitative performance of the tasks related to the prevention and detection of irregularities and fraud in the implementation of projects co-financed with ESIF. Through the financial support of the OPGG, the Ministry of Interior will guarantee the necessary financial resources for the Directorate, which will help to minimize the risks of redundancies. Moreover, in case of staff fluctuation, the Ministry has the opportunity to attract new highly qualified experts in this specific area. The number of staff within the Directorate, as well as within the entire Ministry, is not gender-based. The principle of non-application of discriminatory conditions for the application and appointment of new employees in the Directorate regarding sex, racial and ethnic origin, religion or belief, disability, age or sexual orientation is observed. The criteria for the appointment of staff in the Directorate are the degree and type of education, qualification and work experience. The financial plan was written in accordance with the provisions of Decree-Law No 189 of 28 July 2016 laying down national eligibility rules for expenditure under the programs co-financed by the ESIS for the 2014-2020 programming period.
