Financing of part of the remunerations of Public Procurement Agency employees, in relation to the implementation of activities under ESIF

The budgetary line aims to provide partial financing of remunerations, as well as social security contributions, expenses for temporary disability and other payments for the employer - paid leave, overtime, internal dual etc. of 69 officials, including the executive director and all the employees from the specialized administration of Public Procurement Agency /PPA/. A large part of the working time of these employees is connected with the implementation of ESIF activities, including: providing methodological assistance to the contracting entities for the implementation of the Public Procurement Law for procedures financed by the national budget and funds from the European Structural Funds, control over public procurement procedures as well as the control of modifications of public procurement contracts, insuring publicity of the information to be entered in the Public Procurement Register, etc. According to the Employment Analysis of the Staff of PPA for the 2019 allocation of time under ESIF, it is estimated that 43 % of the salaries and social security contributions payable to them per 69 staff members are to be financed under this budget line. This will provide an opportunity to give incentives to employees in financial terms and to increase their motivation and their ability to perform their duties, additional activities. The specific objectives of the project will be implemented according to the announced horizontal policies. Given the specifics of the included in the financial plan activities, correspondence can be searched mostly on policy to promote equality between women and men, in the part non-discrimination. In implementation of the project will be observed also, however, policies for partnership and sustainable development.
