Support to the Ministry of e-Government for implementation of ESIF management functions through reimbursement of remuneration costs

The aim of the project is to support Ministry of e-Government (MeG) for the effective implementation of its functions related to managing ESIF funds, as well as for increasing its administrative capacity through support for reimbursement of remuneration costs. Apart from being responsible for building, developing and maintaining shared resources of e-government, MeG also implements e-government projects with effect to all public bodies. One of the main functions of the Minister of e-government, defined in item 11 of Art. 7c. of the e-Government Law (eGL), is to support the development and approval of project proposals, coordinate and control the implementation of e-government projects, ICT in administrative bodies funded by State Budget, ESIF and other sources. In addition MeG approves all project proposals for e-government of public bodies that are beneficiaries under priority axis 1 Administrative Services and e-Government of the Operational Program Good Governance. Last but not least, MeG is vested with performing ongoing and ex-post control of public procurement procedures of e-government projects, as well as for compliance with the requirements for interoperability and network and information security of the systems, which are developed and implemented within e-government projects (including those funded by ESIF), as per Art. 58b and Art. 60 of the eGL. In order to fulfill its obligations to control and render methodical support to administrative bodies in their successful implementation of e-governance projects, MeG has to upgrade its capacity to manage support by the ESIF' institutions.
