Financing of the remunerations of the part of CERTIFICATION AUDIT OF EU AGRICULTURAL FUNDS EXECUTIVE AGENCY employees, committed to 100% with European Maritime and Fisheries Fund audit activities

The budget line under Measure 7 "Technical Assistance" of Maritime and Fisheries Programme 2014-2020 (MFP) aims to provide a partial financing of the remunerations (basic) on average 5 employees from Audit work under EMFF Directorate of the Certification audit of European agricultural funds Executive Agency (CAEAF), per month on yearly basis, which will be 100% engaged under EMFF. For the respective employees (1 director and relevant experts/auditors) it is foreseen to reimburse the expenses for remuneration and employer’s social security contributions for the period from 01.01.2019 to 31.12.2019 and for the term of implementation of the project will be refunded costs for totally 60 remuneration (5 employees average monthly on an annual basis x 12 months). No reimbursement of the additional bonuses of the above-mentioned employees is foreseen. As a general effect of the implementation of the project, it is expected that the employer will be supported to maintain an optimal remuneration, which will stimulate the employees to achieve high quality in the performance of the work commitments, related to the implementation of the audit activities under the MFP 2014 -2020, for the effective and efficient management of the programme, by guaranteeing employment and avoiding the risks of cuts in the number of the staff and the possibility of attracting highly qualified experts in eventual fluctuation. The specific objectives of the project will be implemented in accordance with the announced horizontal policies. Given the specific nature of the activities covered by the financial plan, correspondence may be sought mainly regarding to the policy of promoting equality between women and men in the non-discrimination part. However, during the implementation of the plan, partnership and sustainable development policies will also be respected. As far as the envisaged activities do not suppose public procurement, reporting on this policy is not foreseen.
