Financing of the remunerations of the part of CERTIFICATION AUDIT OF EU AGRICULTURAL FUNDS EXECUTIVE AGENCY employees, committed to 100% with European Maritime and Fisheries Fund audit activities and a part of remuneration of Executive Director of the Agency

The budget line aims to provide a partial financing of the remunerations (basic and additional) of 6 employees monthly-average on annual basis from Directorate Audit work under EMFF, per month on yearly basis, which will be 100% engaged under EMFF. For the respective employees will be reimbursed expenses for basic and additional remunerations and employer’s social security contributions for the period 01.01.2020 - 31.12.2020. For duration of project's implementation will be refunded costs for totally 72 basic (6 employees monthly-average on annual basis x 12 months) and 24 additional remuneration for the same employees with average amount BGN 2,000.00 (6 employees per quarter on annual basis). In case there are funds, which are not utilized, the budget line will finance 40% of basic remuneration and employer’s social security contributions of Executive Director of the Agency. Percentage is determined on a basis of the indicative allocation of resources of Agency for the period 01.01.2020 - 31.12.2020, which was performed during the preparation of Audit strategy of the Audit Authority under Maritime and Fisheries Programme (MFP). The expected general effect of project's implementation is that employer will be supported to maintain optimal remuneration rate, which will stimulate employees to achieve high quality in the performance of their work, related to implementation of audit activities under MFP, and for effective and efficient management of the MFP by guaranteeing employment and avoiding risk of staff turnover and to have the possibility to attract highly qualified experts in case of eventual staff turnover. The specific objectives of the project will be implemented in accordance with the announced horizontal policies, mainly regarding to the policy of promoting equality between women and men in the non-discrimination part. However, during the implementation of the plan, partnership and sustainable development policies will also be respected.
