Preparation for Completion of Black Sea Motorway

Black Sea Motorway is a key element of the national and European transport network and a natural extension to the Trakia motorway, connecting the main centres for economic development of the Black sea coast region in the east of Bulgaria - Bourgas and Varna. About 8 km of the project are constructed and about 95 remain to completion. The activities for preparation of Black Sea Motorway will allow that tender procedures for the completion of the project are launched and completed. The activities will provide project readiness, through: □ preparation of extended preliminary design and parcel plans, approved by the relevant authorities and provision of all approvals, permits, etc.; □ the preparation of an Environmental Impact Assessment (EIA) and completion of preliminary archaeological studies, necessary for the implementation of the investment project; □ appointment of a contractor that will provide publicity and visualization. The high quality implementation of all project activities is related to preparation of Terms of reference (ToR) for the extended preliminary design, EIA report and ToR for archaeological studies. In addition Preparation of tender dossiers is also crucial and important part of the project implementation. There is a feasibility study from 2013 available for the project (Appendix 5). The construction of the highway "Black Sea" can be financed from the Operational Programme "Transport and Transport Infrastructure" 2014-2020 or from the state budget, if any funds will be available. In the case of failing of funding from either of the two sources, the design and construction is planned to be fulfilled through PPP / concession.
