Technical assistance for preparation and implementation of „Delivery, Installation and Implementation of the port reception facilities (PRF) in the Bulgarian public transport ports of national importance“ project

The project is an external advisory service called "Strategic Adviser", which aims to provide the IMPU management with an update of Waste Acceptance and Treatment Plans (IVETs) in ports of national importance aimed at expanding the scope of available IVETs with an assessment of the need for and subsequent implementation of Prevention and Response Facilities in Operational or Emergency Contamination (SPREAS) in indoor waters and the coastal area in the port area and acceptance of this and waste. The project also includes an assessment of the need to further develop the development of an integrated information platform (IEP), integrating and presenting in an appropriate way the results, information flows and data from the embedded information systems related to the implementation of the LLP functions. The integration of the systems is directly related to the activities of the specialized directorates on site to build and maintain systems to ensure the safety and security of shipping, as set out in the Regulations on the structure, functions and operation of the IPPC. The implementation of the project with regard to IVET is related to the tasks of the IMAI to prepare and update IVETs in the ports of national importance defined by the provisions of §1a. of the Supplementary Provisions of the Law on Forest Law Enforcement and Art. 19 and following Ordinance No. 9 of 17.10.2013 on the requirements for operational suitability of the ports and the specialized port facilities. Regarding the integrated information platform, the project activities are related to the basic functions of the LVPS for construction and maintenance of the facilities, serving the system are control of the movement of the ships and the provision of services and information, according to art. 105m, para 1, items 12, 13, 14, 15 and 16 of the Law on the protection of the environment.
