Development and implementation of an integrated information system for coordination and management in real time of disaster and accident response operations in the Bulgarian maritime responsible search and rescue region (BMRSRR) (with acronym BulMASS - Bulgarian Maritime Safety System)

Pursuant to the Code of merchant shipping and in compliance with Art.4, para.1, p.6 of the Rules of Procedure of Executive Agency Maritime Administration (EAMA), together with its other functions EAMA organizes and coordinates the search and rescue of people, vessels and aircraft in distress in the Bulgarian maritime responsible search and rescue region (BMRSRR). In order to improve the safety and security of transport in the Black Sea, EAMA's project proposal envisages the development and implementation of an integrated information system for coordination and management in real time of disaster and accident response operations in the Bulgarian maritime responsible search and rescue region. The project aims to facilitate and accelerate the access to the various categories of information required for the analysis, planning, coordination and management of the activities of the institutions involved in accident-rescue operations at sea in different accidents, combating pollution and eliminating oil spills.The main goal of the project is the development and implementation of an integrated information system (IIS) for coordination and management in real time of disaster and accident response operations in the BMRSRR. The project includes the following activities: (1) Business analysis and preparation of system design of an IIS for coordination and management in real time of disaster and accident response operations in the BMRSRR; (2) Development of the specialized software of the IIS in labs and test environment, preparation of system documentation and user manual; (3) Supply and installation of hardware; (4) Implementation of the specialized software of the IIIS and training users to work with it; (5) Commissioning of the IIIS; (6) Information and communication; (7) Project management. The period for implementation of the project proposal is 39 months. Start date 01.06.2020 (announcement of the public procurement procedure under the PPA); End date: 31.08.2023.
