Development of Integrated Transport Strategy until 2030

The preparation of Integrated Transport Strategy until 2030 is in compliance with the requirements of the Ex ante conditionality of the European Commission for the absorption of EU funds in the period 2014 – 2020 and the Partnership Agreement of the Republic of Bulgaria outlining the European Structural and Investment Funds support in the period 2014 – 2020. The Development of Integrated Transport Strategy includes in-depth analyses of the development of transport dictated by the needs of the economy and the society, while its implementation requires the mobilization of significant amounts of financial resources. The scope of the project covers all modes of transport and travel through, to, from and in Bulgaria. It is necessary to include the needs of the transport sector in view of the specificities (geographical location, topography, socio-economic and demographic factors) and the regional links of the country. The development of tools for transport modelling will be an essential part of the preparation of an Integrated Transport Strategy until 2030. The strategic document must contain a comprehensive analysis of the problems of each mode of transport. The Integrated National Transport model shall be based on a multi-modal approach to the forecasting of demand for passenger and freight transport. The purpose of the National Transport Model is to create a tool that can be used to test and simulate the main future traffic flows of passengers and freight by transport modes and routes based on multiple assumptions regarding the economic and infrastructural modes and the charging and billing modes. It will also contribute to the effective absorption of funding under EU programmes and to the implementation of priority infrastructure projects which in turn will increase the competitiveness of the national economy and will ensure a high level of mobility of people and business.
