Purchase of two new off-road motor vehicles for facilitating NRIC in monitoring and controlling OPTTI funded projects

The project proposal includes the provision of financial resources to cover the preparation, monitoring and control activities of OPTTI funded projects through the purchase of two light-duty off-road vehicles for the needs of “Strategic Development and Investment Projects” (SDIP) Directorate. In addition, financial resources are envisaged to cover the following costs: - Registration fees; - Third-party Liability Insurance and Casco Insurance; - Vignette stickers; - Annual vehicle inspection; - Annual motor tax; - Door branding; - Technical service. The need for purchasing the vehicles arises from the Beneficiary’s obligation to carry out on-site inspections to evaluate the actual implementation of the OPTTI funded projects. The purchase of the vehicles shall ensure the effective implementation of the main functions of the SDIP Directorate, such as: - Monitor the OPTTI projects implementation and reporting, by means of regular, unscheduled and unannounced on-site inspections; - Allow for representatives of other institutions (e.g. MTITC, MF, etc.) to carry out on-site inspections of OPTTI financed projects and to participate in audits carried out by national and European audit institutions; - Hold public discussions on EIA procedures relevant to infrastructure projects and carry out procedures for drafting, announcement and approval of Detailed Site Development Plans; locate and notify owners of properties affected by infrastructure project implementation and subject to expropriation under the State Property Act; - Gather necessary information to ensure visualization of the project progress. Implementation of the above functions entails regular travel in the country for the purpose of visiting OPTTI funded projects.
