The effective and efficient management and control of Structural Funds, Cohesion Fund and European Regional Development Fund is necessary to have a highly qualified administrative capacity involved in the implementation and management of the Operational Programme "Transport and Transport Infrastructure" 2014 - 2020. (OPTTI). The successful implementation of EU structural policy depend on the success of national development policy, which is possible through close cooperation between governments in the country and EU authorities. The implementation of this process depends largely on the availability of well-trained and motivated staff. The necessary administrative capacity for effective management of EU funds should be seen as part of a bigger challenge, namely effective and efficient use of the Structural Funds and the Cohesion Fund. Preparation and management of infrastructure projects in the road sector and reaching the maximum level of absorption of the Structural and Cohesion Funds largely depends on the professional qualities of the administrative capacity involved in the processes related to the management and control of the implementation and management of projects financed EU funds and experts performing functions of planning, programming, implementation, management, accounting and monitoring of road projects constructed in the Agency "Road Infrastructure". One of the activities of Priority Axis 5 - "Technical assistance" aimed at strengthening and enhancing the administrative capacity of the beneficiaries OPTTI is provision of salaries, additional remuneration and contributions of employees - in accordance with national rules developed.
