Expenditures for salaries of the MTITC officers (employees), performing functions of management and control on the financing from the European structural and investment funds

The project provides for funds for gross salaries (basic and additional pay ) for the period 2016, 2017, 2018 and January-April 2019 to a total of up to 80 MTITC servants, performing management functions on ESIF(OPT, OPTTI) incl. the servants in MA and other servants for authorized assistance for specific tasks as per the list approved by the MA Principal. The Project includes also expenditures for obligatory social and health insurances and indemnities for temporary disablement on Insurer’s account according to the legal relationships type and the legal regulations in force at the moment of their disbursement. The project comprises the following activities: Activity 1: Providing of funds for basic salaries as per the Civil Servants Act and the Labour code of the MTITC officers, performing management functions on the ESIF funds, as well as for the obligatory social and health insurances and indemnities for temporary disablement on Insurer’s account. Activity 2: Providing of funds for supplementary remunerations for achieved results of the employees of MA of OPTTI, as provided for by the legal norms. The project is developed on the base of the following legal regulations with their further amendments: - Management of Resources from the ESIF Act (SG Nr. 101/2015); - Decree of the CM Nr.119/20.05. 2O14 for adoption of National Regulations for Eligibility of Expenditures of Operational Programs, Co-financed by ERDF, ESF, EU CF and the European Maritime and Fisheries Fund (EMFF) for Financial Framework 2O14-2O2O (SG Nr.44/2O14), in force until 04.08.2016 - Decree of the CM Nr.189/28.07.2016 for defining of National Regulations on Eligibility of Expenditures for Programs, Co-financed by ESIF for program period 2014–2020 (SG Nr. 61/2016), in force from 05.08.2016; - Regulation (EU) No1303/2013 of EP of 17.12.2013; - Decision Nr. 792 of CM of 17.12.2013 for assignment of entities for management, control, coordination and audit of ESIF 2014-2020.
