Support for the Regional Investment Planning in the Water and Sanitation Sector

The Project is based on the principles and needs, defined in the Strategy for the Development and Management of the Water Supply and Sanitation Sector in the Republic of Bulgaria for the period 2014-2023 and the Action plan for its implementation, the priorities for investments in the water sector of the EC and in the context of the on-going water reform. The application of regional approach is in compliance with European and international good practices for planning, investment and management of the water supply and sanitation infrastructure and services. The implementation of investment needs identified in the Strategy is a great challenge and requires unconditional need for their adequate planning, following a regional and integrated approach, analyses and measurements, following the principle of efficiency and sustainability of the investments, in line with the applicable strategic documents and legislature. On the other hand, the requirement for cost recovery of the investments in the water infrastructure, calculation of adequate depreciation in determining the prices of water and sewerage services are the main goal in the process of implementation of future infrastructure projects. In this regard the project proposal also includes activities for preparation of Regional Feasibility Studies (RFSs) and Application forms for European Funds under OPE 2014-2020 for the designated territories of 14 water supply and sewerage operators (WSSO), services for quality assurance and implementation control of RFSs, services for reassessment of the value of public water supply and sewerage assets for 29 WSSO.
