Support to the Regional Investment Planning of the Water and Sewerage sector - stage 2

The project is a continuation to the implemented within project “Support to the Regional investment planning in Water and Sewerage Sector” Regional Feasibility Studies for 14 designated territories and is based on the principles for integrated and regional planning and implementation of investments in water supply and sewerage infrastructure. The priorities and the goals laid down in the “Strategy for development and management of the water supply and sewerage in Republic of Bulgaria for the period 2014-2023” and the Action plan to it, as well as in the conditions for financing of projects through the European Structural and Investments Funds for the period 2014-2020, require the application of regional approach in the planning and the realization of WSS projects, taking in account the needs of the territories as a whole. Achieving effectiveness and sustainability of the investments and the functioning of the infrastructure on the other hand require consolidated maintenance, management and provision of WSS services. By 2019 6 new territories fulfill the conditions for entirely consolidated territory, where in one administrative district the WSS services have been provided by on WSS operator and all municipalities in it are members of the regional WSS association. Following to that, in the current application form includes activities for preparation of Regional Feasibility Studies (RFSs) and financial and economic analysis (CBA) for the designated territories of 6 WSS operators in newly consolidated areas, as well as services for quality assurance and implementation control of RFSs, the applicable measures for communication and publicity and activities related to project management.
