Design and construction of composting plan and installation for pre-treatment of waste in Region Gorna Malina

The design, construction and put in operation of a pre-treatment and composting plants under the current procedure as well as ensuring the separate collection of green and/or biodegradable municipal waste will contribute to the achievement of Specific Objective 1 of priority axis 2 "Waste" of OPE 2014 -2020 - "Reduce the amount of municipal waste landfilled". The implementation of the measures under the procedure will help to achieve the national targets laid down in the Bulgarian legislation and in the NWMP. The measures to limiting the amount of biodegradable waste to be disposed to 35% of the total amount of the same waste generated by 1995, and increasing by the end of 2020 the share of recycled waste to at least 50% of the generated municipal waste. Pursuant to the Ordinance on separate collection of biowaste and treatment of biodegradable waste, the objective of limiting the amount of biodegradable waste disposed shall be calculated for each year as a percentage of the amount of biodegradable waste disposed to the amount of biodegradable waste generated in 1995 in the Republic of Bulgaria. The project proposal includes the construction of a pre-treatment plant for mixed municipal waste and a composting plant for separately collected green and biodegradable waste in the Gorna Malina Region. The constructed installations will ensure the achievement of the objectives under Art. 31 WMA and for the municipalities of the Region. The implementation of the project proposal will also ensure the introduction of a system for separate collection of green and biodegradable waste on the territory of each of the Gorna Malina Region municipalities. With the implementation of the project proposal the legislative requirements for the pre-treatment and recovery of biodegradable waste, reduction of the amount of biodegradable waste disposed of and recycling through the combination of separate collection of recyclable waste and sorting mixed municipal waste.
