Design and Construction of a Composting plant and a Waste pretreatment plant for municipal solid waste on the territory of Madan municipality regional waste disposal landfill for the municipalities of Madan, Zlatograd and Nedelino.

The project proposal includes the construction of a composting plant for separately collected green waste and/or biodegradable waste and a waste pretreatment plant for mixed municipal waste. The plants will be located at the Regional landfill for municipal solid waste of Madan municipality situated in Sharenka village. A plot of land 8410 m2 is designated for the composting plant and the waste pretreatment plant of Madan’s Regional Waste Management System including the municipalities Madan, Zlatograd and Nedelino. The land plot is owned by Madan municipality. The forecasted composting plant capacity is between 2063 t/y and 2100 t/y green and biodegradable waste, separately collected from the municipalities Madan, Zlatograd and Nedelino. The forecasted capacity of the composting plant guarantees the long term achievement of the objectives , set by The WMA of Bulgaria art.31, sec.1 p.2, for the three municipalities.. The forecasted capacity of the waste pretreatment plant for mixed municipal waste is up to 5000 t/y . The forecasted capacity of the pretreatment facility guarantees the long term achievement of the objectives set by The WMA of Bulgaria art.31, sec.1 p.2, for the three municipalities. With the implementation of the project a separate waste collection system for green and biodegradable waste will be established on the territories of the municipalities Madan, Zlatograd and Nedelino. For the organisation of the separate waste collection system for green and biodegradable waste, specific equipment will be delivered for the collection and transport of the biodegradable and green waste, as well as bins for separate collection. With the realization of the project proposal, the national objectives set by the Bulgarian legislation and the NWP for the decrease of the quantity of disposed waste by 2020 to 35% of their quantity as of 1995, and for increasing the share of recycled waste by 2020 to no less than 50% of the generated municipal solid waste.
