Construction of a Composting Facility and a Facility for Pretreatment of Municipal Wastes for the Needs of RWMA – Botevgrad Region

The overall objective of this project proposal is to reduce the amount of landfilled municipal waste from the members of the RWMA – Botevgrad region by providing additional capacity for pre-treatment of mixed municipal wastes and for separate collection and recycling by composting of green and biodegradable waste. The project envisages the preparation, coordination and approval of an investment project and implementation of activities for the construction of an installation for the composting of green and biodegradable waste and for pre-treatment of mixed municipal waste. The installations will be located on a terrain, which is public property in the Temusha area. The capacity of the composting plant is 2770t/y with a selected process with aerobic degradation in two-sided serviceable open compost piles without forces aeration. The capacity of the pre-treatment plant for mixed municipal waste is up to 9000t/y, including sorting and separation of the recyclable fraction and substrate fraction stabilization module. This project proposal takes into account the attitudes of population of the municipalities of Botevgrad, Pravets, Etropoleq to the separate collection of green and biodegradable waste, to the use of compost from waste, as well as the level of awareness of the population for the needs of providing the necessary quantities of green and biodegradable municipal waste. Assessment of the compliance of the investment project and construction supervision will be carried out during the construction in order to ensure compliance with the legislation of construction activities. Information and communication activities will be carried out to inform the general public about EU’s financial contribution to the implementation of the project. As a result from the project implementation, the environmental impact caused by the generated municipal waste wil be reduced, the resource efficiency will be improved and investments in the field of waste management will be stimulated.
