Design and construction of additional infrastructure /installation for pretreatment of household waste and composting installations for separately collected biodegradable and/or green waste/ for the development of the Regional system for waste management - Blagoevgrad, including the municipalities of Blagoevgrad, Simitli, Rila, Kocherinovo and Boboshevo.

This project proposal envisages to design and build a composting inst. and inst. of pretreatment of mixed collected waste, which will serve all municipalities in the RAWM-Blagoevgrad (Blagoevgrad, Simitly, Rila, Kocherinovo and Boboshevo).The composting inst. has a capacity - 2516 t/y,and the inst. of pretreatment has a capacity - 24117 t/y.The composting inst. will be done in open cells with a shed, through automatically system, where maintenance of conditions appropriate to the proper process of composting is less dependent on the climate.An aeration is planned for the compost. system.The inst. of pretreatment includes an optimal combination of mechanization,equipment and manual labor.The technological process includes mechanical sorting and separation of recyclable fractions, as well as stabiliz. of sorted biodeg. waste by container composting (with a capacity of stabiliz. module to 3000 t/y) before landfilling.The location of the site on which the two insts. are planned to be built covers the properties №000733 and №000272, the land of the village of Buchino and №053020, a land of the village of Bulgarchevo, property of the Blagoevgrad. The expected result from the implementation of project measures is to reduce the amount of landfilled waste by providing additional capacity for pretreatment of mixed collected household waste and for separate collection and recycling through composting of green and biodeg. waste. The implementation of the project activities will help to achieve the nat. targets set out in nat. legislation and in the NPWM, to limit-by the end of 2020, the amount of biodeg. waste to 35% of the same waste total amount generated by 1995 and to increase-by the end of 2020, the proportion of recycled waste to not less than 50% of generated household waste. The construction and commissioning of the two insts. that will serve the municipalities of RAWM-Blagoevgrad, will contribute to compliance with the hierarchy of waste management in the region.
