Construction of a composting instalation for separately collected green and biodegradable waste - Municipality of Svilengrad

The purpose of this project proposal is to reduce the amount of municipal waste landfilled by the municipality of Svilengrad by providing additional capacity for separate collection and recycling by composting of green and biodegradable waste. The project foresees working design, coordination and approval of the investment project and implementation of activities for the construction of an installation for composting of green and biodegradable waste. The capacity of the installation as well as the number, types and capaci-ty of the necessary waste containers and equipment for separable collection of green and biodegradable waste is determined on the basis of a prepared analysis of the morphological composition of the municipal waste generated on the territory of the municipality of Svilengrad and on the basis of the prognosis for the generated waste (with a detailed mass balance). This project proposal takes into account the attitudes of the municipality of Svilengrad to the separate collection of green and biodegradable waste; to the use of waste compost as well as the level of awareness of the population for the needs of providing the necessary quantities of green and biodegradable waste for the purpose of constructing of the foreseen composting plant. In order to ensure the lawful execution of the construction, activities will be carried out to assess the compliance of the investment project and construction supervision during construction. New mobile and stationary equipment for the composting plant, transport vehicles and the required of brown and green buckets (240 liters) and 3 cubic meters containers will be delivered. As a result of the implementation, the environmental impact caused by the generated waste will be reduced, resource efficiency will be improved and investment in waste management will be stimulated.
