Development and demonstration of web-based model (WASP-Tool) for waste prevention aimed at encouraging local authorities for achieving the targets under Art. 31, Par. 1 of the Waste Management Act

Project proposal is based on: practical implementation, testing and evaluation on management approach for waste prevention, that is implemented and completed with achieved results in Greece and Cyprus. The general objective is transferring and adaptation of the most recent and the best European practices on waste prevention to the local circumstances in the municipalities in Bulgaria, with the prospect of achieving adequate level of planning, essential for reaching the targets under Art. 31, Para. 1 from the Waste Management Act. Specific objective 1: Providing a web-based model supporting decision-making and effective waste management, more specifically waste prevention at local level. Specific objective 2: 30 t waste prevention within Sofia municipality.The following main activities are included: investigation on the most recent and best practices, assessment on their effectiveness, adaptation and development of web-based model (WASP-Tool), that evaluates and prioritises activities on waste prevention through respecting the specific local circumstances in municipalities, serving to the Local Authorities. WASP-Tool will be developed in way ready for implementation in municipalities in Bulgaria as well as it will be demonstrated in Sofia Municipality through implementation of chosen from the generated measures. Assessment on their effectiveness will be conducted. The necessity of the project proposal is based on the upcoming update of the Municipal Waste Management Programmes (part of which is Sub-programme on Waste Prevention). The following results will be provided: 1. Model for waste prevention adapted to the local circumstances in municipalities in Bulgaria serving to the Local Authorities for improving the management approach within the field of waste management and ensuring high level of planning, application and achieving results. 2. Decreasing the total amount of waste generated. Target groups: MOEW, municipalities and population within the country.
