Our village for zero waste

The core of the project is the most successful in the EU best practice to introduce the "Polluter pays" principle in municipal waste management, namely "Pay-as-You-Throw". The calculation of the municipal waste management fees for households will be demonstrated through one of the most successful and recommended at EU level models in the province of Treviso, region Venetto, Italy, as well as elements of the the model of municipality of Vaterstetten, the province of Bavaria, Germany. The model is based on the volume of waste, it is applicable to settlements with one- or few- family buildings and has shown excellent results in municipal waste prevention and recycling. The demonstration project will be implemented at a small scale on the territory of the municipality of Satovcha and envisages: providing bins for residual waste of different volume, and recyclable waste bins for one-family/ small multi-family houses, as well as motivating households to participate in a simulation game (in the form of a competition). The data from accounting the volume of waste from households for a reference period of 12 months, will serve as a basis for analyses and recommendations to determine the most appropriate and fair model for defining municipal waste fees, currently a serious challenge to municipalities in the Republic of Bulgaria. The results of the project will be shared with small municipalities/ settlements on the territory of the entire country. The gained experience will be extremely useful, while preparing to implement the requirements and deadlines under the applicable legislation (Art. 67 of the Local Taxes and Fees Act (Prom. SG N 117 of 10 Dec 1997, last amended SG N 38 of 10 May 2019)).
