Reclamation of an Existing Landfill for Municipal Waste on the Territory of Pavlikeni Municipality

This project has investment measures on technical reclamation of landfill for solid municipal waste, situated 1.7 km north of Pavlikeni; it’s been exploited for more than 45 years. The size and borders of the terrain are set by Commission on Regulation for application of the law for preservation of agricultural fields; geodetic photograph has been done. The area is 42873 sq.m. The landfill doesn’t have a bottom isolating screen and equipment for compaction of waste; biogas management hasn’t been carried out; there’s no operating system for collection and disposal of surface and infiltrated water. The waste is domestic, mixed, non-sorted and self-compacted, at places rotting processes are at an advanced stage, which creates a strong objectionable odor and represents an immediate danger to the atmosphere and human health. The landfill doesn’t meet Ordinance №6 on the conditions and requirements for construction and exploitation of landfills and other facilities and installations for recovery and disposal of waste. Thus, its exploitation was ceased - Order № 428/19.08.2016 of the Director of Regional Inspection on Environment and Water – Veliko Tarnovo. Resulting from the main project activity, the technical reclamation of the Landfill for waste in Pavlikeni municipality will be completed, since it doesn’t meet the legislation, subject to procedure of violation of the EU legislation in relation to delivered Judgement of the EU Court of 16.07.2015, case C-145/14. The total reclaimed area will be 42873 sq.m. The biological reclamation includes implementing a set of silvicultural, agrochemical, drainage and cultivating events (the terrain to be grassed). A system of vegetation cares for 3 years has been provided; a monitoring and control plan has been constituted in compliance with Ordinance №6. Within the project the following activities will be implemented: construction and royalty supervision, organization and management, and information and publicity measures.
