Reclamation and closure of an old municipal landfill in the territory of the town of Dolna Mitropoliya.

The realisation of this project proposition will strive towards reclamation and closing of the old existing depot "D.Mitropoliya",located in PI №015017 by cadastral map in the land of D.Mitropoliya city, "Varbaka" terrain.The land is private municipal property, which an act has been created №3180 from 06.04.07,approved by the mayor of Municipality D. Mitropolia. Since the landfill does not match the current regulations and endangers the environment, its exlpoitation has been terminated with verdict №1/10.09.16 of the director of the Regional Inspection of the environment and waters-Pleven. In order to achieve the goals and activities for the reclamation and closing, a project has been developed in the phase of "Work project", agreed upon in the proper order and for the construction sight, construction permit has been issued. Regarding the work project, the reclamation will be fulfilled in the following continuity:1.Cleaning of waste and formation of a body for the pre-dumped waste;2.Building a gas outlet system;3.Technical reclamation;4.Biological reclamation;5.Construction of a surface drainage system for the depot;6.Construction of a system for monitoring and control;7.Reintegration of 30 cm of humus upon the cleansed ground, located outside the heel of the pre-dumped waste.The cleaning of waste, as well as the pre-dumping and the formation of the body of the depot through the technical reclamation, will be finansed via the current project proposition.The work project forsees also the biological reclamation, which is not a subject of the current project proposition.This activity will be implemented with individual and unrelated funds.In order achivie the final result of the current procedure, the activities that are set out in the project for the technical reclamation of the depot for undangerous wastes in conncetion to the decision made by the Court of the EU from 16.07.15 according to case C-145/14 will be implemented according to point 7 Implementation plan.
