Closure and reclamation of an existing municipal solid waste landfill in the "Balabana" area, territory of the town of Obzor, Nessebar Municipality

The project envisages the implementation of technical reclamation of municipal solid waste landfill. the accumulated waste has a volume of about sixty-seven thousand sq. meters which will be re-disposed over a minimum territory by clearing the terrain representing forest and agricultural properties to the boundary of the area intended for a landfill. Upon completion of the waste re-disposal and the re-cutting, a waste body with a volume of seventy-thousand sq. meters, slopes and maximum height of one hundred and fifty meters, and area of sixteen thousand seven hundred and sixty square meters will be obtained. Capture of the infiltrated waters is ensured by construction of a ditch, at the bottom of which a lower insulating screen of synthetic materials is laid. A new body of the landfill is formed in order to achieve stability. The waste is sealed with an upper insulating screen of natural and synthetic materials. A gas-drainage system is also implemented. The upper insulating screen covers the waste body and does not touch the waste cleared areas. A reclemetion layer of soil and humus is laid above it, covering the waste-cleared areas. Surface drainage of the landfill and the surrounding terrains is also performed. A monitoring system for the state of the main environmental components will be created: air, water and soil, in order to control the release of harmful substances. The technical reclamation will implement the necessary measures for protection against the spread of harmful emissions and prepare the terrain for subsequent biological reclamation. Independent construction supervision and author's supervision during the construction are envisaged. Information and communication measures will be implemented in accordance with the National Communication Strategy. A project management team is envisaged - to provide internal evaluation and control during the implementation and reporting of activities.
