Closure and reclamation of an Existing Landfill for Municipal Solid Waste on the Territory of Kula Municipality

This project has investment measures on technical reclamation of existing landfill for solid municipal waste, located about 1.5 km southeast of the city of Kula. The plot has a total area 18 293 sq.m. The landfill doesn’t meet Ordinance №6 on the conditions and requirements for construction and exploitation of landfills and other facilities and installations for recovery and disposal of waste as much as possible the negative impact on the environment and in particular on groundwater, surface water, soil and air, and to reduce the greenhouse effect and the risk to human health. Thus, its exploitation was ceased - Order № 204/14.08.2015 of the Director of Regional Inspection on Environment and Water – Montana with effect from 01.09.2015. The landfill is without isolation screens, there is no gas exhaust system, the infiltrate is not purified, there is no automatic scales, there is no plan for control and monitoring. The main activity for the implementation of this project includes the technical reclamation of the Landfill for solid waste - Kula, which will reduce the environmental pollution and prevent the risk to the health of the population generated by the waste. Subsequent biological reclamation will be carried out within the lifetime of the project, according to the activities foreseen in the project technical documentation. Within the project the following activities will be implemented: construction and royalty supervision, organization and management, and information and publicity measures. Resulting from the main project activity, the technical reclamation of the Landfill for Municipal Solid Waste on the Territory of Kula Municipality will be completed, since it doesn’t meet the legislation, subject to procedure of violation of the EU legislation in relation to delivered Judgement of the EU Court of 16.07.2015, case C-145/14. The total reclaimed area will be 17 565 sq.m.
