Reclamation of Landfill for non-hazardous household waste - the city of Rila

This project contains investment measures on technical reclamation of landfill for solid municipal waste on the territory of Rila Municipality, located in "Momena" locality on the territory of the city on 1.8 km south of the city of Rila, which has been in exploitation since 1979. The landfill area is 52 700 sq.m. It has been discontinued and proven non-availability of landfill gas and infiltrate. The Rilska River flows at a distance of 250 m from the landfill site. The main rock of the site does not provide a natural geological barrier and the rainwater passing through the body of the waste pollutes the underground,which in turn is hydraulically connected to the river.The environmental components affected by the landfill are surface and groundwater,soil, geological basis, air. The Landfill don’t meet Ordinance №6 on the conditions and requirements for construction and exploitation of landfills and other facilities and installations for recovery and disposal of waste. Thus, its exploitation was ceased-Order 420/28.11.2017 of the Director of Regional Inspection on Environment and Water–Blagoevgrad. The main activity for the implementation of this project includes the technical reclamation of the Landfill for non-hazardous household waste of Rila Municipality, which will reduce the environmental pollution and prevent the risk to the health of the population. Within the project the following activities will be implemented: engineering (projection, construction and copyright supervision), royalty supervision, organization and management, and information and publicity measures. Resulting from the main project activity, the technical reclamation of the Landfill for non-hazardous household waste of Rila Municipality will be completed, since it doesn’t meet the legislation, subject to procedure of violation of the EU legislation in relation to delivered Judgement of the EU Court of 16.07.2015, case C-145/14. The total reclaimed area will be 39 234 sq.m.
