CLOSING AND RECULTIVATION OF AN EXISTING SOLID HOUSEHOLD WASTE LANDFILL ON THE TERRITORY OF KOVACHEVCI MUNICIPALITY

The municipal solid waste landfill is located in Kovachevtsi Municipality,Pernik District,a property with an area of 4,720decares,on which the project will be implemented.The landfill has been in operation since 1979.Waste and sewage have been periodically applied.The operation of the landfill has been terminated by 2016.The landfill is not technically equipped in accordance with the regulations and does not meet the technical,operational and sanitary requirements for environmental protection and is a serious pollutant of surface and groundwater,soil,air and biodiversity,therefore,its closure and recultivation is required.With the implementation of the activities foreseen for technical recultivation, the landfill will be recultivated and it will be no longer act as a solid waste landfill.It will be protected from the harmful effects of atmospheric surface waters, their penetration into the waste body, the separation of odors and dust particles,as well as the disposed of plastics, paper and other light fractions will be stopped.A working project has been developed in implementation of a contract for the design of closure and recultivation of the existing landfill in compliance with the applicable regulatory documents and in accordance with the engineering-geological and hydro-geological conditions of the area.With the implementation of the project,the Municipality of Kovachevtsi will take the necessary actions to eliminate the causes that affect the unfavorable geodynamic processes in the area and will contribute to the prevention of the risk of occurrence of disasters and emergency situations.The implementation of the project will lead to the protection of the environment and human health.Copyright supervision is envisaged for compliance with design decisions,construction supervision for lawful, timely and qualitative execution of construction.Organization and management activities are envisaged for the effective implementation of the investment project as a whole.
