Closure, reclamation and monitoring of a non-hazardous landfill site Bratovo

The need for realization of the project proposal for reclamation of Bratovo landfill is prompted by an unfinished procedure in breach of EU law in relation to the judgement laid down by the Court of Justice of he EU from 16th of July 2015 in case C-145/14 on failure of the Bulgarian Parliament to fulfil its obligations according to article 14(a) to(c) of Council Directive 1999/31/EO of 26.04.1999 on waste disposal. The aim of the project proposal is technical reclamation of the Bratovo landfill-subject to the procedure, with an area of 11.75 hectare, according to a developed project which will contribute to the fulfillment of the commitments of the Bulgaria under the said procedure for violation of EU law. The property is located on the land of the village of Polski Municipality. Target Groups-the Bratovo landfill is located on the territory of the Kameno Municipality near the settlements of Burgas Municipality.For this reason,the implementation of the project is directed directly to the population of the municipalities of Burgas and Kameno,the owners of neighboring wastecontaminated land and the farmers near the landfill. Expected results-technical rehabilitation of a landfill of 11.75 hectare completed;contribution to the fulfillment of the commitments of the Republic of Bulgaria under a procedure for violation of EU law; protection of atmospheric air and surface water from pollution;monitoring conditions created. The following main activities are to be carried out: technical reclamation of the Bratovo landfill, including: preparatory activities such as drainage of terrains, removal of facilities which have fulfilled their purpose; pre-doposition of waste and shaping rehabilitating surface, building water infiltration treatment plant, building a gas capture and exhaust system comprised of ten gas wells, a control and monitoring system; construction of an upper insulation layer of the landfill and reclamation layer; system of surface water ditches.
