Closure and reclamation of a Landfill for Solid Waste on the Territory of Kostenets Municipality

This project contains the necessary activities to ensure complete project readiness and reclamation of a municipal landfill for solid municipal waste of Kostenets Municipality with a total area of 26 186 sq.m. The landfill is situated about 1.5 km southeast of the town of Kostenets and about 1 km from the village of Kostenets, 3 km from the Villa Kostenets - a national resort and 5 km from the town of Momin Prohod - a national resort. The Landfill don’t meet Ordinance №6 on the conditions and requirements for construction and exploitation of landfills and other facilities and installations for recovery and disposal of waste. Thus, its exploitation was terminated by Decision № 12/21.10.2016 of the Director of Regional Inspection on Environment and Water–Sofia, effective 01.11.2016. The main activity for the implementation of this project includes the technical reclamation of the Landfill for non-hazardous solid waste of Kostenets Municipality, which will reduce the environmental pollution and prevent the risk to the health of the population. Subsequent biological reclamation will be carried out within the lifetime of the project, according to the activities foreseen in the project documentation. The project includes the following activities: projection and copyright supervision, construction, conformity assessment and construction supervision, organization and management, and information and publicity measures. Resulting from the main project activity, the technical reclamation of the Landfill for solid municipal waste of Kostents Municipality will be completed, since it doesn’t meet the legislation, subject to procedure of violation of the EU legislation in relation to delivered Judgement of the EU Court of 16.07.2015, case C-145/14. The total reclaimed area will be 26 186 sq.m.
