Closure and recultivation of the municipal landfill for non-hazardous solid waste of Breznik municipality, defined for closure, subject to procedure for violation of EU law in case C-145/14 - Breznik

The implementation of the project proposal will result in the recultivation and closure of an old existing landfill of the Municipality of Breznik, located on the territory of the town of Breznik, Chiflika locality, UCATTU № 68059 in the following lands: №06286.61.33 - act for private municipal property (PMP) №1502/25.06.2012.; №06286.59.18 - act for PMP №1501/25.06.2012; №06286.59.17 - public municipal property with certificate in accordance with Art. 56. para. 2 of the MPA; №06286.59.11 with act for PMP №4626/28.01.2016; №06286.59.27 - act for PMP №4565/05.10.2015; №06286.59.20 - public municipal property with certificate in accordance with Art. 56. para. 2 of the MPA. The operation of the municipal landfill was terminated by Order No. RD-15/03.02.2016 of the Director of RIEW - Pernik due to its non-compliance with the regulatory requirements. The project proposal includes cleaning of waste from adjacent to the landfill sites within the limits set by the protocol of 10.01.2018 of the commission under art. 18 of the Regulations for the implementation of the Law on agricultural lands, their re-depositing in the body of the landfill and carrying out the technical recultivation, as well as the construction of gas wells and monitoring points in accordance with the environmental regulations. A technical project for the recultivation has been prepared and has been coordinated by the competent authorities. The recultivation includes following activities: 1. Pre-deposition 2. Technical recultivation 3. Construction of monitoring points 4. Biological recultivation, which is not the subject of the project proposal and will be financed by the municipality of Breznik. The implementation of the recultivation will guarantee the protection of surface and groundwater and atmospheric air from pollution, and also creation of a landscape similar to the surrounding area and providing conditions for control and monitoring of the processes taking place in the landfill.
