Introduction of measures for prevention and management of the flood risk on Kelandzhik Dam

With the current project, the municipality of Svilengrad aims to achieve repairs and recovery of the exploitation of the Kelandzhika dam located in the region of Dimitrovche village.The measures envisaged in the project are aimed at increasing the protection and opportunity of an adequate response of the population in the case of a flood, in order to protect the population health, agricultural activities, infrastructure and environment.The dam is located on a higher ground in comparison with the village.Kelandzhika was built in 1971, as a long-term equalizer with the main purpose land watering.The dam is a tributary of the Lefcenska River, which is part of an area with a significant potential flood risk, Maritsa - border with code MA_01.Below the dam is the villages of Generalovo and Kapitan Andreevo, also the border checkpoint Kapitan Andreevo. The planned repairs and reconstruction of the dam and other facilities will reduce the chance of a flood around Lefchenska and Maritsa rivers - the villages and border checkpoints, which are in the part of significant potential flood risk MA_01-Maritsa-Border.To this current moment the technical state of the dam is categorized as pre-breakdown according to art. 4 p.4 of the Ordinance on conditions and order for the technical and safe operation of the dam walls and their facilities.In order to adduct the dam into a good technical state for further exploitation which will meet the requirements for construct security; technical security, and environmental impact will be restored: main exhaust, dry chamber (camera) and extinguishing chamber. A new spillway, extinguishing well and rapid flow with a water well will be built.The building of a Control Measuring System for monitoring the horizontal and vertical shifts of the dam is planned.An announcement system will be set up to monitor the water levels of the Kandzhikka River.Conduction of a 500-meter stretch of river bed after the dam will be provided.
