FRMP - second cycle 2022-2027

Long-term planning for flood risk reduction on the territory of the Republic of Bulgaria is determined by the Flood Risk Management Plans (FRMPs) through Programs of Measures developed in accordance with the requirements of Directive 2007/60/EC, on the assessment and management of flood risk (Floods Directive). For the first flood risk management planning cycle, FRMPs 2016 - 2021 for the four River Basin Districts (RBD) were developed and adopted by the Council of Ministers (№ 1103, 1104, 1105 and 1109 from 29.12 .2016). For the period 2022-2027 will be developed FRMPs for the four RBDs and the methodological basis for the preparation of the relevant documents will be updated and improved prior to the development of each stage. Studies and evaluations in relation to the second FRMPs should take into account all aspects of flood risk management with a focus on prevention, protection and preparedness, taking into account the impact of climate change. Second cycle begins with an update of the preliminary flood risk assessment, which will also update the defined areas with a significant potential flood risk (ASPFR). For each ASPFR will be updated the digital relief model and flood hazard and flood risk maps. FRMP - second cycle 2022-2027 should contain measures to reduce the adverse consequences of floods on human health, environment, cultural heritage, technical infrastructure and economic activity, and measures for reduction of flood likelihood for each of the defined APSFR, and measures at RBD level taking into account climate change. At all stages of the FRMPs development will be taken into account the conclusions and recommendations of the EC in line with the report on the implementation of the Floods Directive and will ensure the involvement of stakeholders and the public. The second FRMP will also assess the progress on implementation of goals set in the first FRMPs.
